Many organizations have invested in enterprise content management, or document management systems, to provide repositories where people can access documents and even collaborate on them. However, ECM systems do not provide BPM capabilities. They do not route information to people based on rules or conditions and they typically have no accountability, meaning if someone does not access, edit or approve a document by a given time, the ECM system will not send a notification to let the process owner know the work has not been completed.
